Reducing greenhouse gases by improving the energy efficiency of public buildings

The City of Kuala Lumpur, working with the C40 Cities Finance Facility, will develop energy efficiency and renewable energy solutions in 27 public buildings. This will include installing solar PV panels and completing energy audits, which will reduce greenhouse gas emissions, decrease operating costs from the municipal budget, and showcase the viability of energy projects.

Kuala Lumpur has impressive targets for net zero but has thus far been unable to identify the optimal financing mechanism to finance its renewable energy or energy efficiency measures. The CFF will support the city in developing a business case and financial model, ideally with the support of private investors, to deploy renewable energy and energy efficiency systems.

This project will have a high potential for local job creation - at the national level, green energy programmes generate up to 10,000 jobs. Existing engineers will be retrained for solar installations and maintenance, and a parallel strategy will be put into place to recruit female engineers, who are currently underrepresented within the sector.

This project has the potential to transform the energy sector in Kuala Lumpur. Demonstrating a cost-competitive business model for the deployment of renewable energy and energy efficiency will encourage others in the market to take up these projects, accelerating the journey to net zero. It will also demonstrate the viability of Kuala Lumpur’s new policy of 30% of renewable energy use or 30% of renewable energy for rooftops. This project could therefore be scaled up in Kuala Lumpur and replicated in Malaysia and throughout the wider region.
