Cooling the city’s buildings with river water

The City of Kuala Lumpur, working with the C40 Cities Finance Facility, will improve the energy efficiency of two public buildings – Kuala Lumpur City Hall (KLCH) Towers 1 and 2 with a District Cooling System (DCS) project. This innovative solution will help KLCH achieve its target of up to 70% reduction of greenhouse gas emissions by 2030, powering its green and just energy transition.

KLCH Towers 1 and 2 are positioned next to the Gombak River, whose water could be used to cool down the buildings. Transitioning to DCS technology reduces the use of air conditioning devices, and typically saves 15-20% of the electricity needed. This represents a significant reduction in operational costs for the building, as cooling accounts for around 65% of total energy costs. The operation of the chilled water plant will create the opportunity to create full-time jobs, and the opportunity to recruit female engineers, who are underrepresented within the energy sector.

This project has the potential to transform energy efficiency in Malaysia. Unlike existing DCS systems in Malaysia, which were designed from scratch before the construction of the buildings, this project will demonstrate that older buildings, such as Towers 1 and 2, can be retrofitted with DCS. Kuala Lumpur City Hall will be leading by example on energy efficiency and reducing greenhouse gas emissions, encouraging replication in the private sector in Kuala Lumpur, throughout Malaysia, and the wider region.
