Decarbonising municipal buildings through energy efficiency and solar energy

The City of Dakar, working with the C40 Cities Finance Facility, will improve energy efficiency and implement renewable energy solutions in 23 building complexes, as well as install a battery energy storage system in one of the complexes, to significantly reduce the City's energy bill and greenhouse gas emissions, thereby improving air quality across the Greater Dakar region.

The building complexes which will receive energy efficiency improvements and renewable energy solutions include several health centres, cultural spaces, schools, the City Hall, the Olympic Swimming Pool, training centre of the city, and buildings from Dakar’s technical departments. For the first stage of the project, technical studies will focus on the installation of solar panels on the roofs and ground of 23 public buildings. For the second stage of the project, the studies will focus on the energy efficiency measures such as optimisation of power, replacing incandescent and fluorescent bulbs with LEDs, energy efficiency air conditioning, improving the performance of hydraulic pumps, and the installation of an energy management system. The third stage of the studies will focus on battery storage, and will target a building which operates during the day and night, such as hospitals.

This project will help achieve Dakar’s Climate Action Plan, which identified the installation of renewable energy and energy efficiency solutions as priority actions. This will accelerate the transition away from fossil fuels, which currently make up 86% of Senegal’s energy mix. By reducing its dependence on the national electricity grid, Dakar will improve air quality in the Greater Dakar region, where many of the power plants are based.  

These energy measures will also create economic savings for the city, through reduced public expenditure on energy. There is also great potential for job creation in this project, in the construction and maintenance of the solar panels, energy efficiency technologies, and battery storage.  

This project can help transform the energy sector of Dakar. There are an additional 350 city-owned buildings which have potential for solar photovoltaic and energy efficiency measures. Furthermore, finding a finance model for small-scale project types can inspire cities across Senegal and West Africa, as cities strive to find alternatives to fossil fuels and aim towards more reliable energy systems.
