Tshwane joins the C40 Cities Finance Facility in the second phase as one of 14 new projects to receive funding to support the cities to realise their low-carbon and climate resilient projects. The project focuses on promoting both clean energy and transportation; with the CFF supporting the city to build two zero-carbon projects within the next few years.

The C40 Cities Finance Facility is supporting the city to develop two zero-carbon projects that will be built in the city within the next few years.

First, a combined heat and power biogas plant at one of the city’s wastewater treatment works. The plant is expected to cover at least 20% of the works’ energy needs and brings significant potential for improved operation and increased deployment of the technology across South Africa.

Second, a bicycle lane along one of the city’s corridors, which will be connecting the residential and low-income area of Mamelodi with the job opportunities in Tshwane East. The project represents the first step towards a coherent, connected and safer cycle network across the City of Tshwane. The project is in partnership with the Gauteng Department of Roads and Transport.

We humbly accept the technical support as an additional factor to increase the aspirations to become the leading Africa Capital city in sustainability solutions. It will strengthen our efforts to mainstream sustainability into the city operations, as the projects are aligned to the city`s priority to revitalize the existing nodal economies by strengthening our resolve for infrastructure-led growth

The city is leading the project’s planning and implementation, while the CFF will be providing the following support over the next two years:

Dedicated technical advisor based within the city administration
Financing the feasibility studies needed to make the project bankable
Exploring potential financing and funding structures for construction and operation of the Combined Heat and Power (CHP) biogas plant
Development of CHP and biogas specifications
Provide transaction advisory support for partnerships with the private sector to build, operate and transfer the CHP biogas plant
Creating platforms for peer review and learning with other cities
Development of technical capacity and knowledge in the city administration

For the cycling project:

Enhance intergovernmental relations between the provincial and city government, by aligning and harmonising infrastructure standards for non-motorised transport.

For the CHP biogas project

Enhance the technical knowledge of the city energy and wastewater departments to enable them to contract and partner with the private sector through PPPs
