Curitiba will lead the way for a rooftop solar revolution in Brazil by solarising rooftops of municipally owned buildings and bus terminals in the city. The City, supported by the C40 Cities Finance Facility (CFF), will develop the business case for solar photovoltaic (PV) projects on the city’s rooftops. The city is already conducting a pilot of rooftop PV projects on 26 social housing units and is undertaking a rooftop PV project for its City Hall.
The CFF assistance will include technical feasibility studies for rooftop solar on the Pinheirinho Bus Terminal, Boqueirão Bus Terminal, Santa Cândida Bus Terminal, and Interstate Bus and Railroad Station as well as the deactivated Caximba Landfill, and development of public private partnership models

The city is leading the project’s planning and implementation, while the CFF is currently providing the following support:
- Dedicated technical advisor based within the city administration;
- Technical feasibility study for the 4 rooftop PV projects and 1 surface PV plants;
- Legal and institutional study to develop tender documents, financing strategies and contract models for public private partnership (PPP) investments;
- Development of business case for the projects covering payback period, cost-benefit analysis, avoided costs analysis;
- Analysis of potential future revenue streams (incl. a private sector engagement strategy) with the intention of upscaling the project.
