Guadalajara, Monterrey and Hermosillo all join the C40 Cities Finance Facility in the second phase as the programme expands to 14 new projects to receive funding to support the cities to realise their low carbon and climate resilient projects. The rapidly growing transition to electrification of municipal buses has thus far been in the global north,  as they recognise the benefits of improved air quality and cheaper running costs. These four Mexican cities will look to demonstrate viable financial models of purchasing electric vehicles, and set a precedent for cities throughout the global south.

The CFF is supporting the cities of Guadalajara, Monterrey and Hermosillo to set up one of the CFFs first national clusters, focused around electrification of their public transport systems. Electric vehicles bring a much better quality of life to a city, emitting zero carbon emissions and pollution, very little noise pollution and a better ride experience, benefitting both passengers and the wider public. 

The CFF will work with officials in each of the cities to secure the necessary funding to turn the plans for new electric bus schemes into reality on the streets of Mexico. The skills developed during this process will make it easier for the four cities to prepare and deliver future sustainable infrastructure projects, and provide the knowledge for other cities to follow suite. The cities will be one of the first national clusters supported by the CFF, a collaboration which will benefit from economies of scale, allowing more efficient use of cities resources and more effective peer-to-peer learning.

The city is leading the project’s planning and implementation, while the CFF is currently providing the following support: 

  • Dedicated technical advisor based within the city administration;
  • Financing the mobility studies needed to make the project bankable;
  • Undertaking travel demand estimations, communication strategies and environmental impact studies;
  • Scoping available zero-emission bus technologies;
  • Assessment of financial and concession models, structuring of PPPs, their legal bases and contract agreements.
  • Developing partnerships with multilateral banks to provide technical support.
