The C40 Cities Finance Facility is supporting Monterrey’s Metropolitan Area in Mexico by developing the necessary feasibility studies for the implementation of three new bus corridors that will feed the new line 3 of Monterrey’s subway system, and that will operate with a fleet of electric buses. The three new electric public transport routes will be 34 km long in total, and serve an estimated of 120,000 daily trips, providing access to the Metro system and the Ecovia BRT, and bringing the residents and workers of the northeast of Monterrey closer to the rest of the city with clean mobility, while promoting the economic development of the area.

“Migrating towards sustainable mobility alternatives, is our great challenge, that is how we have taken it in our government. The biggest problems we are facing are safety, mobility and air quality, and we have to look at how to achieve a better air quality with cleaner mobility solutions… With the support of CFF, Nuevo Leon can be the cradle of electromobility.”
The project aligns with the Development Plan for the State of Nuevo Leon for 2015 – 2021, which looks at strengthening the Integral Metropolitan Mobility System, as well as with the new Mobility Law that promotes a shift to cleaner technologies in public transport. The development of the project is being lead by the Secretary of Sustainable Development of Nuevo Leon (Secretaría de Desarrollo Sustentable, SDS) , and the Collective Transportation System (Sistema de Transporte Colectivo Metrorrey), while the CFF is currently providing the following technical support:
- Dedicated technical advisor;
- Financing the mobility studies needed to make the project bankable;
- Exploring potential financing and funding structures for construction and operation of the bus corridor;
- Scoping available zero-emission bus technologies;
- Developing partnerships with multilateral banks to provide technical support.
The Government of Nuevo Leon is currently working on the development of the Integral Sustainable Urban Mobility Program for Monterrey’s Metropolitan Area, which will further promote the implementation of cleaner mobility in the city and facilitate the replication of future electric public transport corridors.
The CFF aims to deliver a replicable and innovative model of how to finance clean buses in developing countries and emerging economies.
