CITY LEADER Mayor Claudia López 2020-2024Bogotá is one of the first two cities to receive support from the C40 Cities Finance Facility. As cities around the world aim to implement sustainable urban mobility plans, Bogotá can act as an example for cities in Colombia, Latin America and globally to reduce their dependence on private vehicles. This project builds on the city's long-standing efforts at developing high-quality cycling infrastructure and experimenting with different solutions, while catering for all cyclists, regardless of age, gender, socio-economic status or level of fitness.

The C40 Cities Finance Facility, in partnership with the Inter-American Development Bank and the World Resources Institute, is supporting Bogotá to develop the ‘Medio Milenio Bikeway, formerly known as “quinto" which will epitomise the city's vision on sustainable mobility in the run-up to its 500th anniversary. Traversing the city from north to south, this 25 km-long cycle highway will connect citizens from low, middle and high-income neighbourhoods with jobs, schools, and recreational opportunities, and will support approximately 42.000 bicycle daily trips The project will include bicycle parking facilities, and measures to enhance the security of vulnerable users (such as adequate street lighting) and promote economic development (e.g. improvement of public spaces along the route).

We have to improve on clean transportation alternatives. The first thing we are going to do is build our regional metro network, take the heavy metro to Suba and Engativá, do the 'regiotram' in the north and improve the one in the west. I am not going to invest in Transmilenio trunks. We are going to build a bicycle trunk in the city of 125 kilometers
CFF support focused on the following aspects:
- Dedicated technical project advisor based within the city;
- Exploring potential financing and funding structures for construction and operation of the cycle highway;
- Choosing the exact route and designing the infrastructure to maximise development and equity benefits, especially in the southern part of the highway;
- Planning measures to ensure the cycle highway follows climate resilient principles;
- Supporting the development of a communications plan to engage all key stakeholders, especially business owners and women.
The CFF aims to deliver a replicable and innovative model of how to finance cycling infrastructure in developing and emerging countries’ cities. Bogotá is already an established leader with respect to cycling in Latin America and the world, and this project will further strengthen this reputation. The project will both reduce the city’s greenhouse gas emissions and provide a more sustainable, accessible and resilient public transport system.
