City leader Mayor Isaya CharlesThe Dar es Salaam Effective Flood Protection and Climate-Smart Solid Waste Management project (“the CFF-supported Project”) aims to reduce Dar es Salaam’s vulnerability to climate change induced flooding. It combines a two-pillar approach consisting of flood- risk management and community-based waste management. CFF is supporting the Dar es Salaam City Council (DCC) to identify appropriate flood mitigation and community-based solid waste management interventions for the middle Msimbazi River catchment (from Kawawa road bridge to Pugu Hills and the surrounding settlements of the Msimbazi floodplain). CFF will further support the DCC with the technically feasible project preparation process as well as interventions of the selected projects for implementation.

The C40 Cities Finance Facility is supporting the city to develop flood protection measures in the middle catchment area of the Msimbazi floodplain, protecting some of the poorest and most vulnerable citizens. These measures will be designed to protect surrounding communities from flood events caused by heavy short-term rainfall and tackle the (waste-) blocked storm water and drainage infrastructure. In addition, neighbouring low-income populations will benefit from reductions in water pollution, improved recycling of waste as well as employment creation.
The CFF’s assistance will allow the city to build the business case for the project and find the most appropriate financing sources for both the flood protection and the waste management components of the project.
The city is leading the project’s planning and implementation, while the CFF is currently providing the following support:
- Dedicated technical advisor based within the city administration;
- Financing the feasibility and Hydrological Modelling studies needed to inform bankable projects;
- Exploring potential financing and funding structures for the project;
- Putting into actions of the waste management best practices, with a focus on climate-smart and community-driven initiatives.
